Import customs regulation for used personal effects and household goods

Duty free import

 
In accordance with Russian law duty free import is possible in following cases:
 
  1. If goods are imported temporary under Obligation of re-export (certificate of temporary import). After expiration of “Obligation’s/ Certificate’s” term goods must be exported from Russia, otherwise duties will be imposed
  2. If consignee is Russian citizen stayed abroad continuously over 6 months (without visiting Russia) and value of imported goods* is less than 65000 Rubles.
Additional document for this option is "declaration of unaccompanied luggage" which is fulfilled by consignee upon entry into Russia in Airport and must show BL/AWB number and number of pieces
 
*value of goods for customs purposes: approximately 2 -5 USD per kg (weight as per BL), dependently on nature of goods
 
Generally for import customs clearance of personal effects we’ll need:
 
1.   Notarized Power of attorney + 2 notarized copies (text will be provided) ) – for road and sea shipments!!!
For air shipment consignee will have to present on customs.
2.   Copy of passport, Russian visa, registration, work permit with company stamp
3.   Letter from company where you’ll work in Russia (text will be provided)
4.   Letter from company applying for temporary import certificate (text will be provided)
5.   List of imported cultural and antique items (if any)
6.  Valued inventory
 
Generally for import customs clearance of cars we’ll need:
 
1.   Notarized Power of attorney + 2 notarized copies (text will be provided)
2.   Letter from company where you’ll work in Russia (text will be provided)
3.   Copy of passport, Russian visa, registration, work permit with company stamp
4.   Original title
6.   Letter from company applying for temporary import certificate (text will be provided)
 
Import Customs clearance of items having “cultural value”:
 
If in shipment there are paintings, music instruments (piano, bow instruments), sculptures, handicrafts, non-electric samovars, hand made carpets or itmes age of which is over 50 years, these items must be registered by customs upon entry.
For registration of these items we’ll need in advance (before forwarding of goods) photos and detailed descriptions (sizes, material, medium, artist, year).
2 sets of colored photos and descriptions must be enclosed to shipping documents and must arrive together with shipment.
For registration of these items additional fees can be collected. In order to determine amount of fees we’ll need detailed information in advance.
 
If items over 100 year old are imported and not registered upon entry, it will be impossible to export them from Russia
 
If items over 50 years old are imported and not registered, it will be necessary to get special permits from Ministry of culture for export them from Russia
 
Items prohibited for carriage in unaccompanied baggage:
 
  1. Food, beverages, cigarettes
  2. Medicaments, toiletries
  3. Matches, lighter, firearms
  4. Mercurial thermometer
  5. Batteries
  6. Detergents
  7. Poisons
  8. Medals
  9. Currencies
  10. Precious stones and metals
  11. Plants
  12. Money
  13. Pornography
 
 
Temporary import prolongation:
 
Generally, the documents required by customs office are:
 
  1. Notarized Power of Attorney (one original and two notarized copies) for Russian customs authorities (authorizing the moving company to perform temporary import prolongation on your behalf)
  2. Letter to Russian customs from your company/employer (with a company header on top and a stamp)
  3. Copy of new Russian visa
  4. Original of “temporary import obligation”
